The National Commission for Science and Technology is a fully sub vented parastatal organization established under the Science and Technology Act, No. 16 of 2003. The main function of the Commission is to advise the Government and other stakeholders on all science and technology matters in order to achieve a science and technology led development. The Commission fulfils its legal mandate through promoting, supporting, coordinating and regulating the development and application of Science, Technology and Innovation so as to create wealth in order to improve the quality of life.

The National Commission for Science and Technology invites applications from suitably qualified and experienced candidates to fill the position of Director for Finance and Administration which is currently vacant. The position is tenable at the Commission’s Secretariat situated in Lingadzi House, City Centre, Lilongwe.

Reporting to the Director General, the Director of Finance and Administration is responsible for providing Finance, Administrative and Human Resource Management services to the Commission.

1. Plan, organize, direct and control all activities of the Directorate of the Finance and Administration

2. Initiate the development and implementation of Finance, Administration, and Human Resources policies, standards, and systems and ensures effective internal controls

3. Coordinate the preparation of budgets and link the budget with the annual work plans

4. Service the Board of Commissioners and the Finance, Audit and Administration Committee of the Board including preparation of Board documents.

5. Assess management, Organizational and staffing positions and systems to ensure operational efficiency and effectiveness.

6. Establish and maintain financial, administrative, and human resource management information systems.

7. Provide strategic financial, administrative and human resource coordination and leadership to ensure that operations are fully supported.

8. Initiate the formulation and review of financial, administrative and human resource policies, procedures, standards and systems.

9. Manage annual audit and attend to all audit queries.

10. Develop and manage the human resource planning, development and management services.

11. Interpret, implement and ensure compliance of Financial, Administrative and Human resource policies, rules, and relevant laws.


1. Be in possession of a Masters and Bachelor’s Degree in Accounting/Finance/Business Administration from a recognized institution and a holder of ACCA/CIMA. Those who are current with relevant professional bodies such as Malawi Accountants Board or ICAM or similar institutions will have an added advantage.

2. Should have worked for at least five (5) years in top management position within the public sector or recognized international donor funded organization with a good understanding of the Public Finance and Economic Management Act, Employment Act and Labour Laws of Malawi

3. Must have a good financial acumen and demonstrate experience in administration and human resource management. Should possess good communication, organizational, interpersonal and contract management skills.

4. Working experience and skills in accounting and Information Systems packages such as ACCPAC, IFMIS, QUICKBOOKS and PSTEL is a must

The successful candidate shall be offered a performance related contract for a period of three (3) years renewable, with an attractive salary, gratuity, contributory pension and other benefits commensurate with seniority of the position and qualifications of the candidate.
