INTRODUCTION

The National Commission for Science and Technology (NCST) is a fully subvented parastatal organization established under the Science and Technology Act, No. 16 of 2003. The main function of the Commission is to advise the Government and other stakeholders on all science and technology matters in order to achieve a science and technology led development. The Commission fulfils its legal mandate through promoting, supporting, coordinating and regulating the development and application of Science, Technology and Innovation so as to create wealth in order to improve the quality of life.

NCST invites applications from suitably qualified and experienced candidates to fill the vacant position tenable at the Commission’s Secretariat situated in Lingadzi House, City Centre, Lilongwe. The following is the required vacant position.

1.0 JOB IDENTIFICATION FACTORS

Reporting to                : Accountant

Responsible for            : Supplies Assistant

PURPOSE, ROLES AND RESPONSIBILITIES

Job Purpose: To provide financial accounting services in line with generally accepted standards.

Key duties and responsibilities

  1. Processing payments including salaries and wages;
  2. Conducting suppliers, General Ledger accounts and bank reconciliations;
  3. Preparing and posting of journal entries and transactions into the system;
  4. Preparing creditors, debtors and fixed asset schedules, expenditure variance analysis and other reports;
  5. Preparing tax returns, pension and monthly remittance to MRA;
  6. Providing documents and support for internal and external audits;
  7. Facilitating and preparing audit schedules and attending to audit queries;
  8. Reconciling books of accounts and conducting stock taking;
  9. Implementing a system of accounting and financial controls that comply with Public Finance management policies and standards and financial regulations;
  10. Compiling data for the preparations of financial statements;
  11. Participating in the preparation of financial statements.
  12. Supervising stores staff and evaluating their performance.

JOB SPECIFICATIONS AND PERFORMANCE FACTORS

  • Minimum academic and professional qualifications and experience
  • Diploma in Accounting, Administration or Commerce.
  • At least 4 years’ work experience.
  • Must be a member to a Professional body (ICAM)

3.2 Required competencies and attributes

  • The post requires a person who must have:
  • Proficiency in Microsoft and financial management packages
  • Analytical and problem solving skills
  • Good communication and interpersonal skills
  • Accounting skills
  • Good time management skills and ability to make priorities
  • tractable experience in use and management of various financial packages.
