VACANCIES

INTRODUCTION

The National Commission for Science and Technology is a fully sub-vented parastatal organization established under the Science and Technology Act, No. 16 of 2003. The main function of the Commission is to advise Government and other stakeholders on all science and technology matters in order to achieve a science and technology–led development. The Commission fulfils its legal mandate through promoting, supporting, coordinating and regulating the development and application of Science, Technology and Innovation so as to create wealth in order to improve the quality of life.

INVITATION FOR APPLICATIONS

The National Commission for Science and Technology invites applications from suitably qualified and experienced candidates to fill the following posts tenable in July 2020, at its Secretariat in Lilongwe, situated in Lingadzi House, City Centre.

1. Chief Monitoring and Evaluation Officer (Grade CST4)

Reporting to the Director of Planning Services, the Chief Monitoring and Evaluation Officer shall be responsible for Monitoring and Evaluation of Science and Technology programs, projects and plans.

Key Duties and Responsibilities
• Plan, organize, direct and control activities of the Monitoring and Evaluation Section;

• Design, develop and update monitoring and evaluation frameworks;
• Develop Performance Indicator Tracking Tables (PITT) for assessing performance of programs, projects and plans;
• Undertake Research and Development (R&D)surveys and prepare survey report;
• Organize training on M&E; and
• Perform any other functions as may be assigned by Head of Planning Services.

Knowledge and Experience
• Must be in possession of at least a Master’s Degree in Social Sciences or Development Studies and a Post-graduate qualification in Monitoring and Evaluation.
• Must have a sound knowledge and at least 4 years’ experience in Monitoring and Evaluation.

2. Chief Technology Transfer Officer (Grade CST 4)

Reporting to the Deputy Director General, the Chief Technology Transfer Officer shall be responsible for promoting Technology Transfer services.

Key Duties and Responsibilities

• Plan and implement programs/activities that aim at effective dissemination, commercialization and utilization of technologies and other research results to end-users;
• Implement programs that aim at promoting public understanding and inculcating a science and technology culture among the public;
• Identify technologies that have potential for positive impact on rural communities and identify means and ways of transferring them to the communities;
• Assess the potential of new technologies vis-à-vis existing technologies in order to guide prospective clients interested in protecting their Intellectual Property;
• Undertake an invention disclosure assessment services to guide clients whether to protect the Intellectual Property or not and which form of protection would be appropriate;
• Conduct needs assessment of S&T institutions and facilities that promote technology transfer;
• Organize science fairs, technology demonstrations, exhibits, competitions, field days, and
• Perform any other functions and duties as may be assigned by the Deputy Director General.

Knowledge and Experience
• Must be in possession of at least a Master’s Degree in Extension and Sociology, Rural Development, Social Science or Intellectual Property Law,
• Must have a sound knowledge and at least 4 years experience in Technology Transfer.

3. Research Officer – Design, Engineering, Industrial and Energy ( Grade CST 5)
Reporting to the Chief Research Services Officer (DEIE), the Research Officer shall be responsible for promoting and coordinating the development and utilization of technologies in Design, Engineering, Industrial and Energy Sectors.
Key Duties and Responsibilities
• Support R&D aimed at development, adaptation and commercialization of technologies in the design, engineering, industrial and energy sectors;
• Initiate R & D projects in the design, engineering, industrial and energy sectors;
• Collect information on research projects and researchers, research publication etc in the design, engineering, industrial and energy sectors;
• Prepare plan of action for the establishment of centers of excellence in the design, engineering, industrial and energy sectors; and
• Perform any other functions and duties as may be assigned by Chief Research Services Officer (DEIE).

Knowledge and Experience
• Must be in possession of at least a Master’s Degree in Engineering or Energy.
• Must have at least 2 years’ experience in conducting or coordinating Research and Development.

4. Assistant Administration Officer ( Grade CST 6)
Reporting to Director of Finance and Administration, the Assistant Administration Officer will be responsible for general office administration.
Key Duties and Responsibilities

• General supervision of office management matters including office administration and motor vehicle fleet management;
• Monitor and maintain effective management systems and office procedures;
• Maintain assets of the Commission;
• Supervise Drivers and Vehicle fleet;
• Ensure proper use of equipment, machinery and arrange for service and repair promptly;
• Prepare and submit regular progress reports on all administrative matters; and;
• Perform any other functions and duties as may be assigned by Head of Finance Administration.

Knowledge and Experience
• Must be in possession of a Bachelor’s degree in Public or Business Administration
• Must have at least 2 years’ experience in office administration.

5. Drivers (2) ( Grade CST13 )
Reporting to the Assistant Administration Officer, the Drivers will be responsible for driving officers on official duties and assisting in Office Services.
Key Duties and Responsibilities

• Drive officers on official duties;
• Clean and take care of the vehicle;
• Take custody of the vehicle;
• Maintain log book;
• Report any faults, and time due for service;
• Report any accident made, to the Assistant Administration Officer, Police and officers concerned;
• Collect and deliver mail;
• Undertake office errands; and
• Any other functions and duties as may be assigned by Assistant Administration Officer.

Knowledge and Experience
• Must be in possession of MSCE.
• Must have a valid clean driving license.
• Must have at least 2 years’ experience in a similar position.
